End of “Acquired Rights” for Light Goods Vehicle Transport Managers – Enforcement Update (2025)

From 20 May 2025, “Acquired Rights” are no longer accepted to meet the professional-competence requirement for Transport Managers of light goods vehicle (LGV) operations on international journeys. A full Transport Manager CPC (Road Haulage) is now mandatory.

Overview

  • Scope: Vans or van+trailer combinations between 2.5t and 3.5t GVW operating internationally for hire or reward (EU member states, Republic of Ireland, Iceland, Liechtenstein, Norway, Switzerland).
  • Licensing since 21 May 2022: Requires a Standard International Goods Vehicle Operator Licence and a designated Transport Manager.
  • Acquired Rights ended 20 May 2025: Only a CPC-qualified Transport Manager satisfies the professional-competence requirement.
  • Enforcement: Traffic Commissioners have warned that non-compliant operators risk licence revocation.
  • Forthcoming: From July 2026, vans 2.5t–3.5t used internationally for hire or reward will require a tachograph to be installed and used.

  • Ensure drivers hold valid licences, comply with drivers’ hours rules and vehicles are safely loaded.
  • Monitor and ensure compliance with operator licence undertakings and safety regulations.
