End of “Acquired Rights” for Light Goods Vehicle Transport Managers – Enforcement Update (2025)
From 20 May 2025, “Acquired Rights” are no longer accepted to meet the professional-competence requirement for Transport Managers of light goods vehicle (LGV) operations on international journeys. A full Transport Manager CPC (Road Haulage) is now mandatory.

- Acquired Rights ended 20 May 2025: Only a CPC-qualified Transport Manager satisfies the professional-competence requirement.
- Enforcement: Traffic Commissioners have warned that non-compliant operators risk licence revocation.
- Forthcoming: From July 2026, vans 2.5t–3.5t used internationally for hire or reward will require a tachograph to be installed and used.
