Becoming a Transport Manager
How do I become a Transport Manager in the UK? Level 3 CPC
To become a Transport Manager for a business operating under a Standard National or Standard International Operator’s Licence, you normally need to achieve the Level 3 Certificate of Professional Competence (CPC) in either Road Haulage (Goods Vehicle) or Passenger Transport (PSV). After that, you can be nominated on the licence and must be accepted by the Traffic Commissioner.
Do I need the Transport Manager CPC to become a Transport Manager?
If the role involves professional competence under a Standard Operator’s Licence, then yes, the Transport Manager CPC qualification is the core route. The right version depends on whether you are working in Goods Vehicle or Passenger Transport.
What is the difference between Goods Vehicle and PSV Transport Manager CPC?
Goods Vehicle is for road haulage and HGV operator licence work. PSV is for passenger transport such as bus and coach operations. They are separate professional competence routes, so you need the one that matches the operation you intend to manage.
What study options are available? (5-Day Live Online vs Home Study)
5-Day Live Online
- Structured timetable and live tutor-led delivery
- Real-time Q&A and exam preparation
- Suitable for those who want guidance and pace
Home Study
- Flexible self-paced learning
- Tutor support and extensive practice material
- Suitable for those balancing work and study
Both routes are designed to prepare learners for the same professional qualification.
Can I study Transport Manager CPC online?
Yes. There are live online tutor-led courses and home study routes. The best option depends on whether you want structured classroom delivery or more flexibility around work and existing commitments.
Can I work as an external Transport Manager?
Yes, subject to approval. You must be able to demonstrate continuous and effective control of the transport operation. That means the role has to be realistic in practice, not just in name.
Can I be a PSV external Transport Manager?
Potentially yes, but the same principle applies: the arrangement must be genuine, manageable, and capable of delivering proper oversight. The Traffic Commissioner will expect real control, not a paper exercise.
Transport Manager CPC (Qualification & Exams)
Who needs the Transport Manager CPC?
Anyone responsible for professional competence under a Standard National or Standard International Operator’s Licence in goods or passenger transport will usually need the relevant Transport Manager CPC qualification.
What is the Transport Manager CPC syllabus?
The syllabus covers key transport management areas including:
- Civil, commercial and social law
- Business and financial management
- Operator licensing and licence undertakings
- Drivers’ hours, tachographs and working time
- Roadworthiness, maintenance and safety systems
- Environmental and operational responsibilities
What does the Transport Manager CPC exam look like?
The qualification normally involves two assessments: a multiple-choice paper and a case study paper. Both need to be passed. The case study tests how well you apply knowledge, not just whether you can remember facts.
Is prior transport industry experience required?
No formal industry experience is required to start studying. Experience can help with context, but it is not a prerequisite for the qualification route.
Are Transport Manager CPC exams online or in person?
Exam arrangements depend on the awarding body and the sitting being booked. Learners are guided through the current booking process and assessment conditions before sitting the exams.
What happens if I pass one paper and fail the other?
You would normally only need to resit the paper you did not pass. Passing one assessment does not automatically mean you must resit both.
How long do Transport Manager CPC results take?
Results are released according to the awarding body timetable for that exam sitting. It is important to work from the published exam and results schedule rather than guess based on previous sittings.
What are a Transport Manager’s core responsibilities?
- Managing drivers’ hours, tachographs and compliance systems
- Overseeing maintenance planning, PMI systems and defect reporting
- Meeting operator licence undertakings and regulatory expectations
- Maintaining continuous and effective management of the operation
Transport Manager CPC Validity & Refresher Training
Does the Transport Manager CPC expire?
No. The Transport Manager CPC qualification itself does not expire. However, that does not mean you can leave your knowledge untouched for years and assume that is acceptable in practice.
How long does the Transport Manager CPC last?
The qualification remains valid, but Transport Managers are expected to keep knowledge current. In practice, refresher training and ongoing CPD are important if you want to demonstrate continued professional competence.
Do I need refresher training if I already hold the CPC?
Refresher training is strongly associated with good professional practice. Traffic Commissioners expect Transport Managers to stay current, especially where legislation, enforcement focus, and operational expectations continue to change.
What does the 2-Day Transport Manager Refresher cover?
The refresher route is designed to update knowledge in areas such as operator licensing, drivers’ hours, tachographs, OCRS, maintenance systems, brake testing, driver management, and wider transport compliance expectations.
Is Transport Manager refresher training mandatory?
There is no single expiry date attached to the CPC itself, but refresher training is widely treated as expected good practice. In some situations it may also be directed or strongly encouraged following compliance concerns.
Driver CPC
What is Driver CPC and who needs it?
Driver CPC is the legal qualification required for most professional lorry, bus, and coach drivers driving in scope. If you drive commercially in relevant LGV/HGV or PCV work, you will usually need a valid Driver Qualification Card (DQC).
Do I have acquired (grandfather) rights?
Drivers who held relevant LGV entitlement before 10 September 2009 or PCV entitlement before 10 September 2008 usually have acquired rights for the initial qualification. That does not remove the need to complete periodic Driver CPC if you continue driving professionally in scope.
How do the 35 hours work?
You must complete 35 hours of approved periodic Driver CPC training every five years. That can be done in a block or spread across the cycle, depending on how you want to manage it.
Can Driver CPC be done online?
Live online Driver CPC may be available where the format meets the required attendance and identity standards. Pre-recorded, passive, self-paced e-learning does not count as approved Driver CPC periodic training.
Can I mix Driver CPC courses from different providers?
Yes, provided the training is approved and the hours are correctly uploaded. You are not locked into a single provider for the full five-year cycle.
How do I check my Driver CPC hours?
Use the official GOV.UK service to check your periodic training hours and Driver CPC record.
What is a Driver Qualification Card (DQC)?
The DQC is the card that shows a professional driver has met the Driver CPC requirement. If you are in scope for professional driving, you need a valid card linked to up-to-date training or qualification status.
When does a DQC card expire?
The DQC is linked to the five-year Driver CPC cycle. If the required periodic training is not completed in time, the driver cannot legally continue in-scope professional driving until the requirement is met again.
Are there Driver CPC exemptions?
Yes, exemptions do exist, but they depend on the vehicle use and the nature of the work being carried out. Driver CPC is not something to guess on. If the work is genuinely commercial and in scope, assume it applies unless a clear exemption is available.
How long does it take for Driver CPC hours to show?
Training hours are normally uploaded after attendance is completed and then appear once DVSA systems update. Always allow for system processing rather than assuming instant visibility.
Operator Licence Awareness Training (OLAT)
What is OLAT and who should attend?
Operator Licence Awareness Training is a one-day compliance awareness course aimed at directors, operators, transport managers, restricted licence holders, and responsible staff who need a stronger understanding of operator licence responsibilities.
Is OLAT the same as Driver CPC?
No. OLAT is compliance-focused awareness training. It is not the same as Driver CPC periodic training and should not be confused with it.
Will OLAT help if DVSA or the Traffic Commissioner has raised compliance concerns?
Yes. OLAT is often used where a business needs to improve understanding, strengthen systems, and demonstrate that operator licence responsibilities are being taken seriously.
Who typically books OLAT?
OLAT is commonly useful for directors, operators, restricted licence holders, new managers, and businesses that need a clearer understanding of what the Traffic Commissioner expects in practice.
