Becoming a Transport Manager

How do I become a Transport Manager in the UK? Level 3 CPC

Achieve a Level 3 Certificate of Professional Competence (CPC) in Road Haulage (Goods Vehicle) or Passenger Transport (PSV), then be nominated on a company’s Standard Operator’s Licence and accepted by the Traffic Commissioner.

Both routes are SEGA-accredited and lead to the same recognized qualification.

What does the CPC syllabus and exam look like?

Syllabus: civil/commercial/social law; financial management; operator licensing & undertakings; drivers’ hours, tachographs & working time; maintenance & safety; environmental standards.

Exams: Multiple-choice (60 Q / 2h) and Case Study (8 written Q / 2h15). Both must be passed.

Can I work as an external Transport Manager?

Yes, subject to approval. Capacity must be realistic and you must demonstrate continuous and effective control. Any limits depend on workload and what can be properly managed in practice.

Does the qualification expire? What CPD is expected?

The CPC does not expire. However, Traffic Commissioners expect refresher training at least every five years.

Transport Manager CPC (Exams)

Who needs the Transport Manager CPC?

Anyone responsible for a business operating under a Standard National or Standard International Operator’s Licence (Goods Vehicle or Passenger Transport).

Is prior industry experience required?

No formal prerequisite. Experience helps but is not mandatory.

Are Transport Manager CPC exams online or in-person?

Exam delivery depends on the awarding body and exam sitting arrangements. In many cases the assessments are sat under controlled conditions (with ID checks). We’ll guide you through the booking process.

What happens if I pass one paper and fail the other?

You can resit the paper you did not pass. Passing one assessment does not automatically mean you must resit both.

What are a Transport Manager’s core responsibilities?

2-Day Transport Manager Refresher

Is refresher training mandatory or “recommended”?

There isn’t a single “expiry date” for the CPC, but Traffic Commissioners expect Transport Managers to keep knowledge current. Refresher training is widely treated as best practice CPD (and can be directed after compliance issues).

What topics are covered?

The course covers Operator licensing, Drivers’ hours (domestic & assimilated EU), Tachographs, DVSA enforcement & OCRS, Maintenance systems, Brake testing, Driver management, and Environmental performance.

Driver CPC

Do I have acquired (grandfather) rights?

Drivers who held LGV entitlement before 10 Sept 2009 or PCV entitlement before 10 Sept 2008 have acquired (grandfather) rights. However, to continue driving professionally you still need to complete 35 hours of periodic training every five years.

What is Driver CPC and who needs it?

A legal qualification for professional lorry, bus and coach drivers. Anyone driving commercially in scope (LGV/HGV >3.5t or PCV ≥9 seats) must hold a valid Driver Qualification Card (DQC).

How do the 35 hours work?

Complete 35 hours of approved periodic training every five years. You may do a 5-day block or spread courses over the cycle.

Can I take Driver CPC online?

Yes. Transcom delivers live tutor-led Zoom courses with same-day DVSA uploads. Pre-recorded/self-paced e-learning does not count.

How do I check my hours?

Use the official portal: Check your Driver CPC hours (Gov.uk).

Operator Licence Awareness (OLAT)

What is OLAT and who should attend?

A one-day awareness course for transport managers, directors, restricted licence holders and compliance staff. Strongly recommended by Traffic Commissioners; often requested as remedial training.

Will OLAT help if DVSA have raised compliance issues?

Yes. OLAT helps you understand what’s expected and how to build systems that stand up to scrutiny. It’s commonly used as CPD evidence, especially where a business needs to demonstrate improvements.

Booking & Admin

What do I need on the day for online training?

You’ll need a stable internet connection, a device with camera/audio (laptop is best), and a quiet place to take part.

What ID do I need?

Bring a valid photocard driving licence or passport. For Driver CPC uploads, DVSA requires exact identity details; for TM exams, ID is mandatory to sit the papers.

When will I get results and certificates?
  • Driver CPC: hours uploaded same-day.
  • TM CPC: results timelines set by SEGA/awarding body.
  • Refresher/OLAT: Certificate provided on completion.
